No Internet browsers working

Hi. A friend of mine is having this weird problem. No internet browsers she installs work on her computer, so she can't visit any websites. Chrome gave her the following error message:

Windows - Application Error. The application failed to initialize properly (0zc0000022). Click OK to terminate the application.

What does this mean exactly? Does anyone here know? Any help is VERY appreciated at this point by both of us.

So chrome is the only one that will not install? What if any Anti virus and anti malware software does she have installed?
If I have replied to a topic and you reply and I haven't gotten back to you within 48 hours (2 days) then send me a P.M.
