Constant IP blocks - majority from China

Hello,

I have the following: Windows XP, SP3; McAfee VirusScan 8.7; MBAM Pro; SAS; WinPatrol Plu; CCleaner; ATF-Cleaner; Windows Firewall.

I've been getting constant IP blocks, majority from China, while I'm surfing and not surfing the internet. One in particular, IP 218.8.245.123 is blocked daily multiple times. I ran McAfee scan - nothing found, MBAM - no malicious items detected, SAS - negative. Is it possible that my pc is infected?

I would appreciate any help given to resolve this.

Hello, my IT Department at school is attempting to resolve my pc problem. I will return to this forum and post another message if they can't resolve the problem.
