missing icons

Hi all ,have a problem on start up .Icons are missing. when i start in safe mode some icons are there but not working properly.When i restart in normal mode,there are no icons.In safe mode sfc scannow doesint work,msconfig either.Seems that some of the drivers arent working. can you help.

Nothing to work with in normal mode.Canot use system restore in safe mode either ,no prograams.

look in,
start,properties,taskbar,hide inactive icons,customize.
select always show-always hide
