Help with understanding how to correct my computer

My computer is giving me a lot of trouble. When I get on my computer. Anything I try to do, it tells me : Windows ccannot access the specified device, path, or file. You may not have the appropriate permissions to access the item.

System manufacturer and model?

Can you boot into safe mode?

Can you access System Restore?

How long has this been going on?

The system boots into XP...what happens then?
