Overview of the Mail Notification Display on the Windows XP Welcome Screen

You can also download and use TweakUI for XP:

After installation run the program and go to:
+Logon > hightlight "Unread Mail" and un-check "Show unread mail on Welcome screen" > then choose Apply/OK.

also see "How can I reset the unread-email counter on the Windows XP Welcome logon screen?"

Another alternative is to disable this by using a tweak found here:
Scroll down to line 100 and click on "Disable Unread Mail on the Welcome Screen" - Undo
