virus has shut down my internet and restore option

I have a virus that will not allow my internet to work I use clear on my laptop. when I try to connect I get a warning that states "windows cannot access the specified device path or file you may not have the appropriate permissions to access the item." When I go to safe mode the internet connects just fine. I contacted clear and they believe the problem is on my side.

I have run malware bites and commodo and cleaned my computer the best I can but still no luck. I tryed to do a restore but it will not restore.
