File 'lookout' utility?

A particular file seems to have corrupted the installation. After reinstalling the OS and adding only the most important and totally safe applications, I'm wondering if there is a util that (when installed) will sit in the background and watch for this particular file and if the file appears (through an install or download or whatever) the util will notify me.

Know of a similar util?
