system recovery

could anyone tell me why i cant do a system recovery.i press f10 at start up but does not go to system recovery any ideas.
i have tried doing it through start; programs; pc help& tools; hp pc system recovery, but error comes up hp system recovery partition not found no software is available for reinstallation. any help would be appreciated.

How new is this computer? Only reason I think of is a failed hard drive.

windows xp home edition service pack 3 version 2002 .hp pavillion
intel ® pentium ® 4 cpu 2.8 ghz 1gb of ram thats all i know

Call HP and see if they can send you a recovery CD.
