Recently switched from XP to Win 7. On XP to shrink JPG images all I had to do was Right Click and shrink them. How to on Win 7?

Sounds like you had the Image Resizer installed from the Power Tools. Unfortunately MS didn't re-develop Image Resizer for Win 7 as they incorporated better re-sizing into Paint.

However they did release the code of the XP Image Resizer into open source, and it has been re-worked for Vista/Win 7:
