Personal Security Won't Die

Hey all, I'm hoping someone can help me. I'm working on a computer for a friend and it has personal security on it. I have started it up in safe mode, run the rkill utility and then malwarebytes which supposedly removed +100 items (all saying quarantined and deleted successfully). I ran the scan a second time and it came back clean, so I switched accounts (still in safe mode) and did the same until it also came back clean.

The problem is when I start the computer up regularly personal security comes back. It won't let me run rkill or malware bytes at all logged in normally, and I can't even get to the desktop as personal security is blocking all icons. The internet is inaccessible also. I know personal security is back because it pops up immediately on startup.

What am I missing and why can't I kill this?
