I just joined my pc cannot install or uninstall programs nor can some things work when double clicked on so came here for help...trying hijack this but when i click on it it doesnt run.... go figure

Welcome to BC!
You are asking two different questions, and each deserves it's own post; this will get you the help in the quickest manner. You might consider providing more information about each problem, as well.
1. How are you trying to install/uninstall these programs, and what programs are you trying to do this too? Do you get any error notices? What precisely happens, step by step.
2. What do you mean by "some things?" Are you talking about opening files, launching programs, or something within your browser window?

Sounds like spyware. Depending on what version of Windows your running try making a post in the "Windows XP" forum.
