Infected with Security Central.exe (Malware)

Computer is infected with Security Central.exe malware. It is embedded in the program files and loads at startup. I have tried to remove it in Safe mode but unsucessful. If I eliminate it as a startup item in manage services in totally prevents access to the network and internet. HELP!!
