In most cases Dell will sell you a recovery disk for 6.99 plus shipping. expedited shipping is offered.

There are also several iso images on bittorrent sites.

A Dell recovery disk is actually just an xp setup disk that has some dell utilities embedded and does not require a COA number or activation as long as it is used on a Dell machine.

Dells made since 2005 usually have a recovery partition which can be entered by hitting f-11 or f-10 or ctrl-f-11 depending on the model.
