I apologize up front if this is not the proper place to ask this question, but I could not find a forum where it seemed to fit neatly. Anyway...

Would completely re-installing the OS be a "foolproof" way to eliminate literally any virus/malware/trojan?

I do understand that re-installing and re-configuring programs would be a pain in the rear end, so I pose the question presuming one is willing to go through that, and that they have their other files safely backed-up elsewhere.

Just curious. Thanks.

Hello deltacoolguy.

Completely formatting the hard drive and reinstalling the OS will destroy everything on the machine, including any malware. Assuming one doesn't back up any infected files beforehand and then reinfect the machine later on, then the answer to your question is yes.
