Is a small b bits???

I was wondering, is M"b" with a lowercase b Mega"bits"
and is M"B" with capital "B" MegaBytes?

Yes, that's the convention, as specified in the IEEE 1541 standard. However the IEC 60027 standard specifies the use of Mbit etc to avoid the ambiguity between bit and byte using lower & upper case letter b.
