Cannot connect to secure website content!

I cannot connect to secure sites such as internet banking, email, etc. I also cannot update my quickbooks for the same reason. I tried going to add/remove to uninstall and then re-install it, but it isn't on the program list. I tried just deleting it, and it says one or more programs is using IE and please close them before trying to delete. I have gone to the tools, options, advanced, and gone to the security section and clicked on use SSL 2.0, SSL 3.0, and TLS 1.0. I just want to be able to use my IE and it's driving me nuts. Please let me know if you can help. Thanks!

See if somehow they were added to your blocked sites...
