Receiving Error 1920 When Trying To Install Software . . .

Hi . . .

I am trying to install PaintShop Pro X3 on a DELL Latitude D620 and around 75% through I get the message: 'Error 1920.Service Window Image Acquisition (WIA) (stisvc) failed to start. Verify that you have sufficient privileges to start system services.'

I am the administrator and I presume I have sufficient privileges. I did a Google search for 'Error 1920' and all the results seemed to indicate malware, a virus or something of that nature was involved. The laptop has been extremely slow lately, a couple of times shut itself down and restarted and I noticed my icons in the quick launch changed (one has the icon of another and four others have different icons I've never seen before). I have not really done anything yet except try to reinstall the PaintShop Pro X3. I have PaintShop Pro X2 installed already, just to let you know.
