Uninstall the MOD and try to run the game again.
Corrupt 'save' files and 'game setting' files may also be the reason.

Now, if you had replaced existing game files for the MOD to work, now would be a good time to restore them to the originals.

To rule out a hardware problem, try running other similarly-spec'd games.

Try to recollect the game files that you replaced, more so if you had replaced files in the "main.scm" file in your GTA SA folder. If you have, then you will need to replace the entire "main.scm" file, by downloading it again or restoring it from an installation disc.

You should also check the "save" files as they might pose a problem if they are corrupt.

EDIT:

After you reinstalled GTA SA, did you start from scratch or load the save games instead? Have you tried loading other save game files?

EDIT V2:

The first method will probably fix it.

There are 2 ways I know of that fix this problem:

1. Delete "gta_sa.set" file from your "GTA San Andreas User Files" directory, it's located in "My Documents", and then try and run the game.

If this doesn't work:

2. Use the following steps...

a) Make sure that your windows log-in account has a password, the change that you have to make doesn't allow a blank password to be entered.

 Second click "gta_san.exe" (usually in Program Files > Rockstar Games) > "Run As" > "The following user"

c) Select the user you have a passoword for, type in password, press OK.

d) Log out (if you dont the game runs really slow for some reason)

5. Log back in and play the game!!

Sorry, not too sure about the MTA mod. The game should work though!

Yeah, either way, you need to run it as an Administrator.

The game or the mod?

If the mod is not running head over to MTA's forums and ask them about it: http://forum.sa-mp.com/

What version of San Andreas? Pre-patch or post? Post patch caused a lot of issues with mods because it took out the modding ability in the game.

Either way, I would say if deleting the "gta_sa.set" file doesn't work you may try uninstalling the game and reinstalling everything from the ground up again.

Sorry about the link, I thought they were one in the same: http://forum.multitheftauto.com/viewforum.php?f=104

I resolved my problem. it was somthing different from that: my laptop wouldnt let me play it because I had the administrator thing in the middle, which only lets me do somthings,I put it down so I could play. thanks anyways.
