Can't Connect to the IE or scan my computer for Viruses! Please help!

My computer cannot connect to the internet, but all the cables are connected correctly (called AT&T last night). So I assume It is infected, but when I try to run Spyware doctor or Avast they do not open correctly do to uknown errors. I've tried system restore but no luck.

Please let me know if anyone else has seen this situation and let me know my options to getting it taken care of. Thank you.
