Windows 7 OS Default Language problem

I live in china with a chinese s/o and we decided to upgrade from vista. However the legitimate copy of Windows 7 is entirely in chinese, since I am the primary user this is problematic as I am still a novice in written chinese.

I Followed microsoft's advice and went to time, date and regional settings, but when I got to the regional language tab there was no interface for changing the language in stark contrast to the image on the windows 7 support site. Did the chinese government remove this option? Did I waste 700 yuan? bleep...

Do you mean under the Keyboard and Language tab inside Region and Language.:
