Virus protector infection

My sisters laptop got infected bij virus protector. Once I saw it I closed all the pop-ups and normally restarted in safe mode. After this reset I have no taskbar, no task manager and no background and shortcuts (just virus protector and a black screen). (sorry for some words, english is not my motherlanguage and I don't know all the correct terms).

I do not know a lot about the laptop. It is a asus X58Lseries
cpu, pent. T3200
display, 15.4" WXGA
ODD, DVD sup.MTI.
wireless, 802.11n
HD, 250 GB, 3GB ram
OS, vista premium

Since I can not do anything on this pc (no icons to click x[ ), I would like some advice how to fix this. If anything is unclear, ask me and I will try to awnser
