Search results redirected, popups, and WinSecurity

I seem to be the victim of some sort of massive infestation of nasties, probably stemming from a mysterious .dll I carelessly downloaded a long time ago.

Symptoms:
- I can't run some programs because I'm told I don't have the priveleges to do it. I created a new Administrator-level account, and everything works fine on that account.
- I used to get IE popups that would not always fully load and would greatly slow down my computer. I upgraded to IE 8 and sat around for a bit, and got nothing, but I'm still wary..
- Google search results keep redirecting me to other search engines.
- Windows Security Center is disabled, and in its place i have WinSecurity, which shows me fake virus scans and urges me to buy.

Help!

I am using Vista.
