Fake Security Center Virus

This is not in regards to my computer but I am seeking assistance for my friend's step-dad. He has WindowsXP and recently he began getting many pop ups from a Security Center-like program. The pop ups warn of a Trojan installed, that someone is attempting to steal his identity, etc. Also, he is unable to access the internet which is the reason I am posting this. I have attempted to install AVG Free but am unable to do so. However, I was able to install HighjackThis and ran the program. I am at a complete loss on how to help him so I decided to come back to this site as it has helped me in the past. Even though it is not my computer affected, I do have constant access to help him hands on with any of your suggestions. Thank you very much, I look forward to hearing from you soon.
