Will only run in safe mode

Computer only runs in safe mode (SP3). I can get to the normal/safe/safe with networking screen but can not select an option other than safe mode. I presumed my XP Professional was compromised, set the system to boot from a cd and prepared to lose all my data, but no, the system booted in safe mode (SP3) from the hard drive even though the CD I have is for SP1. I've tried using cmd functions, but these will not work either. Any ideas?

Why such presumption?

Any error messages rec'd before or after safe mode access?

Aside from inability to use command prompt...what other system anomalies currently exist? Can you access MS website? Can you run regedit?
