Hosts file not working Help

I don't know if i'm postin in the right post.
My hsst file in not working.
This is the message:

The process cannot access the file because it is being used by another process.

Advertising will be visible; Parasite protection off!
Renamed from HOSTS to NOHOSTS

Press any key to continue . . .
When I press a key the hoats nanager goes off.
Can anyone help me fix this problem, please
