XP Security - can't access internet

Hi - I seem to be infected with XP security virus. It runs (what I assume) is a bogus anti-virus and lists a bunch of viruses, trojon's etc. When I try to open a new IE page I can't access the internet: when the page opens it says I am being blocked from the internet by xp security becuase I am infected or sometimes I can actually get a google page, but when I try to search it bounces me back to the page stating I am blocked by xp security. I tried logging in in safe mode to see if i could access the internet to download anti malware/spyware but the same thing happens. I have a sheile with 4 colors in the bottome right hand of my computer no. I am using windows xp. thanks!
