New Video, New OS, still same old problem

Ok little description of myself, I am a regualr player of World of Warcraft for some now 2 years. Recently in new patch the last remaining content of Litch King was released, Ice Crown. My journey up to this point has been good with breaks in between, but now i gather my friends to conquer the world that remains, but......my pc is killing me. Only in ICC 25 man in particulat my fps drops drastically the single second combat begins. I'm talking into 3-5fps range, so i decide its time for a video card upgrade and after many choices and decisions i've chosen the Nvidia Gts 250, also recently upgraded to windows 7 64 bit to eliminate any problems with drivers and the new video card. Once installed and drivers up to date with new OS essentialy there has been no change in terms of gaming frame rate. I've have pulled my hair out in the process of trying to figure out why this problem is occuring and well, im stuck and need some help beyond my knowledge.

PC stats: Gateway LX-6200
OS: Windows 7 64 bit, 8GB Ram
CPU: AMD Phenom Guad Core 2.2mhz
GPU: Nividia GTS 250 1gb
700w after market power supply
OEM mobo sound card

-only thing changed is Graphics card, OS, and new Power supply

-I run "good" quality graphic settings and avg 30-40fps and 200ms latency, hard wired comcast internet. With on board video card fps were 20-30avg, prior to upgrades, with similar setups i've heard fps be as high as 150fps, 80 while raiding, and 70 with dual monitors.

-Any help on this? or heard similar problems?
