Infected by security guard and Windows Security

Anytime I'm using laptop, even when not necessarily online, I still get these constant "sign up now!" Your computer is under a malicious threat or stealth threat, only Security Guard can help, and it continues to show a scan and say that I need to react and sign up now! I haven't signed up or done anything, I continue to refuse the connections and closing all of their popup windows. How do I remove this???
