On the computer I am looking at, there are a few options for the video card.
The one that comes standard is : 1 GB ATI Radeon HD 4650
For $20.00 more I can get 1GB NVIDIA GeForce GT 220

There are other choices but they are more than I want to pay. I am not a gamer.

The specs on the selection screen says that the Radeon has 1GB of graphics memeory and the NVIDIA has 1GB of dedicated video memory.

What is the difference in graphics memory and video memory?

Is it worth the $20.00 extra to get the NVIDIA?

Not a gamer? Save the 20 bucks and get the ATI. Chances are that it's a misnomer (graphic or video memory) as both cards have dedicated video RAM (RAM only for graphic-related stuff) Besides, they aren't exactly gaming-level stuff.

OK, the ATI it is. I'll use the $20.00 toward a parallel to USB cable I am going to need.
