Game stuttering then freezeing

Seems when ever I play steam games for a ,while I might get the screen to stutter and the game freezes. The stutter remains even after a hard reboot and eventually subsides for no reason after a while. This is a more recent development and I am unsure of how to deal with it. Here is what I have tried from reinstalling drivers to cleaning the case nothing I do seems to fix it. If anyone could give some advice on what I could do would be appreciated. I would like to add this is usually a few minutes after I start playing ,but I can go for hours and not have the problem happen at all.

The image sort of kind of has a lot of small rectangles everywhere in a pattern that flashes every second with sound looping sort of like a seizer kind of flashing. When I restart the image is like almost 2 images of the same thing layered a top each other which gets stuck at the loading screen so I have to do a manual restart after.

system hardware and os specs please?
