Windows Security Alerts

I have this small red shield icon with a white x in it that has shown up on my bottom menu bar.
when I mouse over it it says Windows Security Alerts. when I click it , it opens this Windows Security Center that Ive never seen.
My computer runs slow and weird things seem to happen with my emails.
Ive run Malware Anitvirus, but it didnt find anything. Yet I still think I have some virus
