Windows XP Logon Problems

Hello I hope that someone can help me with this problem. At my clients site there is a PC that seems to not allow any desktop icons to appear on the desktop when a user logs in. This does not happen all the time, in fact it did not happen when I was out there, but this happens frequently. My current fix for this is to delete all local users and to save a good profile to the default user file. However this fix only works for a short time. Any ideas on what this might be?
