"String XML Error is 2" "Resource DLL failed"

Whenever I startup my Windows XP, i get a message saying "Error in Loading String XML Error is 2" followed by a message saying "Resource DLL failed". What does this mean? How can I fix it? I have also found that I cannot open my internet browser.
