lost drivers????

Hi... I'm am really getting frustrated with my laptop. or the tech that cleaned it up last.
I had asked that things like my webcam and dvd drive not start up as soon as i turned on the laptop.
Now that I need both, neither will work.
I don't know where to start looking for the drivers, to see if they are still installed, to even to find if they have just been disabled and all i need to do is enable them.

I have a feeling im just too tired and not seeing something that is right in front of me, however I do need these aspects of my computer to now work.

Any help would be greatful.

What Windows version is it?
DVD drive doesn't need any extra drivers, so you need to tell us what are the issues with DVD drive.
As for webcam...
Go Start>Run, type in:
devmgmt.msc
Click OK.
Do you see any yellow "?", or "!" marks?
