Have a PC that the USB connections do not work is there a way to connect USB devices to this PC ie; serial or parallel port connection cable?

You could install a PCI USB 2.0 or 3.0 card (your choice) and not worry about functioning of the onboard ports.

Have you tried going to Device Manager and uninstalling both USB controllers listed (nothing else)...and then rebooting the system?
