why does aol hostmanager exist?

Hi, I'm new to this stuff. But i am trying to learn about stuff that happens to end up on
my computer. What is AOLHOSTMANAGER? and do I need this?

As best I can determine from some research, it is necessary for AOL dial-up.
While many application databases list it, none that I saw fully explained what it did (like so much of AOL bloated programming). I did find this interesting blog comment, though:
