User account log in screen problems

Tried to turn my xp sp3 desktop pc on but can't get past the logon screen. I can move the curser but it wont click on any user name or "turn off computer". The curser stays hand shape no matter where it is on the screen. To add to my woes when I try to start in safe mode (f11 not f8?) I get "enter password"! I have never set a password up and have used safe mode without problems before on this pc. Now i'm stuck. any ideas?
