Plugged in, Not Charging

I am getting the message that the battery is "plugged in, not charging". Do you know why this is? I only have 27% left of the battery and if it doesn't charge then I will be relagated to only operating the laptop when there is a plug available. Any assistance will be appreciated. Thanks

Battery going bad
Power supply bad
DC power jack is broke

Do you have or can you borrow a voltmeter to check the power brick?
