Cannot boot in safe mode

I need to boot in safe mode to run Hijackthis and Ewido, but I am unable to boot in safe mode. F8 does not work. It gives me a black screen full of file names and stops there.
Boot ini >safe mode option freezes on Windows XP screen and cannot boot anymore, then I have to re install WinXp and re load the HDD image. Can some one help.

You may be able to fix the problem with UBCD4Win which will give you full read/write access to your NTFS volumes and allow you to run variours AV and spyware tools.
