Virus Blocking MSConfig and Add/Remove Programs

I have some sort of virus that is blocking me from accessing MSConfig and Add/Remove Programs. When my computer boots up, none of my anti-virus software starts up in the tray and when I try to open MSConfig or Firefox Windows asks which program I want to use to open them. It tells me the file can't be found when I try to access Add/Remove Programs through the Control Panel.
Anyone know what is going on or have suggestions?
