Trying to update codecs

I have win98 and when i try it run WM9Codec setup---here is what I get in the error meassage box----

Windows Media Plater Codecs Setup

error starting program

The Setup_WM.exe file is linked to missing export
KERNAL32.DLL:GetSystemWindowsDirectoryW.

Error creating process <c:\windows\TEMP\IXP000.TMP\setup_wm.exe/Quiet/R:N>. Reason: A device attached to the system is not functioning.

Does anyone have any sort of idea as to what i can do in order to correct this?

I just spentthe better part of 2 hours going back in the BC forum to see if anyone else has had this problem or anything similar---but to no avail--so this is why I am posting now.
