Total PC Defender issues

My desktop computer running Windows XP is infected with Total PC Defender. When the PC starts, the software loads and I can not see any icons on my desktop or the task bar. I have MalwareBytes and SuperAntiSpyware installed but I can not get to them to launch them. I can not boot into Safe Mode. When I try to get to Safe Mode, the computer just reboots. I can not launch the Task Manager because it has been disabled by the virus. I can not close the Total PC Defender window. This virus has basically prevented me from using my computer without entering a license key.

What is my next step?

I have been fighting with this infection all afternoon. I was finally able to launch MalwareBytes before I lost control of the computer. I ran MB and it removed the infection. After a reboot, I was able to run MalwareBytes and SuperAntiSpyware. No other infections were found and I have full use of the computer again.
