Some sort of Beeping alarm

I dont understand, my computer worked fine last night. I turned it off properly and went to bed. This morning when i came home, the power was off, when i turned the power back on in the apartment, the computer wont turn on. It just goes Neeeee Nerrrrr Neeee Neeerrrr Neeee Neerrrrr. The fans make about a quater turn, and there is a red light on the motherboard so it seems to have power. PLEASE help.

Please tell me you have surge supression? Have you tried unplugging everything ?wait about 5 minutes and try again. Unfortunately, it sounds like the power supply or mobo.

Well i have a surge protector on it yes. Thanks i'll try the unplug.
