Every time I go to the same webpage, graphics on that page have to re-load every time and I have a dial-up. This happens even when I don't delete temp internet files. I also set my disk space for temp files to 126000MB. So why is this happening ? I have 98SE.

Try setting you "Check for newer verison of stored pages" to "Never".

TOOLS>INTERNET OPTIONS>GENERAL>TEMPORARY INTERNET FILES>SETTINGS>(check)NEVER

It's supposed to be active on 13th so I will hook it up, self install and all, on 13th. It's gonna be adventure lol.

Hey thanks for your help. I will try that and see what happens when I return to same web page. I really appreciate all your help.

BTW I have 20 GB HD. So how much of that should be allocated to temp internet files, ideally ?

Not much. I have my computer set to delete temp net and cookie everytime I restart my computer. But I have HSI so reloading pages is not a problem.
You can setup your two computers on a LAN until the DSL comes online. Most of your head ache will be networking your computers (If any headache). Are you going to install a print server to share you printer? I have a fairly large LAN with a 3 port printer server (laser, color injet, and an impact for labels) .
