Occationaly when i go through the shutdown option to turn my computer off, my computer looks as if it froze on the "Windows is shutting down" screen. Then I have to hold in the button to turn it off then i have to go through the improper shutdown stages.

Go to START>RUN>MSCONFIG>STARTUP and uncheck any seldom use apps. I had this problem and it turned out to be AIM not shutting down properly. Try one at a time until the problem goes away. When you determine which program it is uninstall then reinstall with the latest verison (non-beta).
