IE froze, now computer wont do anything

Hi, I have a gateway computer running 64bit Vista Home. Internet Explorer froze, I wasnt able to use task manager or anything to shut it down so I had to use the power button. Turned it back on and it wouldn't do anything. I have tried using my back up cd's, (i have used these before) but it gets to the second recovery cd and says there are files missing. Any help would be greatly appreciated.

can you boot your computer in safe mode?

No, it won't let me boot in safe mode either.

Does your computer load up at all or does it say black?
Kinda sounds like a corrupt explorer file if that helps.
