shutting down

This has probably been asked before but I did a search and got nothing. When I go to shutdown there is invariably a pop up saying that program devldr is not responding which I just click end now with no problems, what does this program do and can I stop it?

If you have a Creative Labs Soundblaster Live, see if this helps Microsoft KB article
I finally got it all together, now if I could just remember where I put it.
