Follow the procedures to telephonic activation...oops, you cannot boot into XP.

I had that happen once, deleted partition and did a clean install...and activation went smoothly.

well i originally cloned one hard drive to another and then did the repair install so i can access the data on the drive and then from there i went through used the original xp home product key and it was valid but when it went through i wound up with the issue i have now with the blank desktop...and no activation doing a fresh install would fix the issue but i would loose all the valuable data on the drive which can't happen

If you have a clone of the drive...how can you lose any data files?

Whether the cloned drive boots or not...is immaterial when recovering data files from it as a secondary drive.

what xp disc did you use to do the repair install? Because dell has a special disc that only works with dells unless it is a retail copy of xp.
