vista on a reboot loop at start up

I have vista home edition, for a while now its been restarting at random times, but today i tried to turn my pc on and right after the boot screen it started rebooting on a loop.wont even go into safe mode, I havent installed anything recently, I have also tried a perfectly good working hdd from another pc,That did not boot up either. do not have a vista cd but did download a vista recovery disc and after scan it says cannot fix problems. could it be a memory problem,cant test as only have a 1 gig stick so cant swap 1 out. thanks
