Outlook 2003 print issues

The guy I'm trying to help has outlook 2003, IE 7 and XP pro. When trying to print HTML docs from outlook, 1/4 to 1/2 of the page is getting cut off, just the page, not the header. I've tried matching the IE and Outlook print marigins, shrinking them. This also only applies to the first page, not the rest of the document. Any ideas?

Most suggestions say to uninstall IE 7 and try IE 6. It should work
